Del Norte HD-18 Outreach Grant

18th Cycle Household Hazardous Waste (HHW) Grant

The Del Norte Solid Waste Management Authority (DNSWMA) was granted $400,000 from the California Integrated Waste Management Board’s 18th cycle HHW grant program. This grant focuses primarily on providing outreach and education on Extended Producer Responsibility to local governments, business groups and other stakeholders. One of the grant components is to develop an awards program to recognize businesses that practice product stewardship. DNSWMA and the California Product Stewardship Council (CPSC) believe strongly that businesses that are “doing good” and serving as examples of industry-led product stewardship should be recognized and applauded for their efforts. Another important component of this grant is fostering more product take-back programs. We will build on the lessons learned through pilot projects that were conducted under the 16th cycle HHW grant to help industry create new take-back programs. CPSC is the primary contractor for the purpose of implementing this grant project.

 

Project Objectives

Objective 1. Build knowledge and capacity among local government

1.1 Update and keep current existing local government and business PowerPoint presentations and handouts.

1.2 Give 50 presentations to a wide variety of stakeholder groups including producers, retailers, Chambers of Commerce, haulers, local governments, water quality associations, Health Officers, etc.

Objective 2. Assist Local Government with Adoption of Resolutions in Support of EPR

2.1 Update and enhance model EPR resolutions and documents supporting U-waste, Sharps, Pharmaceutical reduction/collection/take-back efforts.

2.2 Develop new and enhance existing model language integrating EPR into purchasing policies for hazardous waste and supporting documents.

2.3 Meet/Confer with local government staff, elected officials and appropriate state agencies; distribute materials.

2.4 Provide technical assistance in drafting resolutions and policies in at least 20 jurisdictions

Objective 3. Business Awards Program

3.1 Develop on-line application and criteria for businesses to receive a "Good Steward" award. Annual awards program.

Deliverables

The Del Norte Solid Waste Management Authority and CPSC have developed the California Stewardship Arrow Awards to recognize the accomplishments of businesses with innovative product stewardship programs, outstanding partnerships that make product stewardship possible, and to inspire others to integrate the principles of product stewardship into their business.

3.2 Release applications/nominations. Promote awards program to solicit interest & nominations.

3.3 Review applications; select winners. Determine award ceremony venues. Plan and schedule awards ceremonies. Purchase up to 10 awards.

Objective 4. Database on Local Actions

4.1 Identify products to be tracked; develop methodology for ongoing collection of local actions such as take-back ordinances and sales bans; compile copies of the local action documents including resolutions and ordinances.

Objective 5. EPR Workshops

5.1 Identify venues for four workshops to be held in various locations around the state; schedule workshops; develop workshop agendas of issues to be discussed by product, legislative action, and/or model program review.

Objective 6. Public/Private Partnerships for Take-Back

6.1 Review results of Del Norte HD16 Objective #5 (establishing retailer take-back programs) and other successful take-back programs. Discuss successes & identify barriers to participation.

6.2 Provide technical assistance to businesses and establishments that wish to implement take-back programs w/in Del Norte & beyond, including staff training resources, BMPs and public education materials. Make available through CPSC website.
